This site is relentless! The host informed me that if they get enough infringement notices, they may be able to turn up the level of action taken on a repeat offender of Terms of Service!

If you want to help, find more ripped deviations and tell the artist! Click on a wallpaper @ vectorwallpapers.net. Nearly all of the wallpapers posted by admin are stolen from DA. If you click on the artist's name, it will take you to their DeviantArt profile. Tell them about their stolen work!!!
